Which driver version is best?
Special settings?
Should I use a tweaker to OC the core/mem?
If so, which one?

Use the new 4.2 drivers, they rock. My 9500p is bios locked so I can't OC it without flashing the bios so I have no idea what is a good ATi overclocking program.
The special setting I would suggest is 4x anti-aliasing and 8x aniscopic filtering. It will change the way you game.

The Omega drivers are pretty good too. Great for gaming, not as good for benchmarking.

I hear the newest Catalyst drivers are quality stuff. Also, for overclocking I would imagine that PowerStrip would work well, it does some other stuff that's pretty cool too.

The Omega Drivers that Apex mentioned are tweaked Cat drivers with a few extra utilities. It will let you OC your card and flash it into the bios.
