Borked CSS

Anyone know css at all? I'm trying to be cool and stop using tables as my layout tool in html. So I of course tried to use css. wy website seems to function just fine in Firefox, but not IE.

this is the basic outline of what I wanna do:

all that relative, absolute, float sh*t confuses the hell out of me.
