Man... I guess I've really gotten myself into a mess here.

Well when I win Ebay auctions, I nomally like to take care of the payment part rather quickly so that I can get my stuff... so I made a payment to PayPal for the amount due.
Well, then I waited... and waited... and waited for the item to arrive. 2 weeks pass and still no item so I send the following e-mail

Why is this? Are you not sending the item which I won on Ebay and paid for almost immediately?

To avoid negative feedback and other actions with PayPal, please respond to this e-mail with the tracking number of the shipment. If it has been lost, then we must initiate the insurance procedures with UPS.
If I do not hear from you by Wednesday, September 22nd, I will initiate the buyer dispute actions with PayPal. Please help me to avoid this by providing a UPS tracking number of this shipment. Three weeks is by far long enough to have sent this item from California to Indiana.

you shipment is on it's way. here's the tracking number: 1ZXXXXXXXXXXXXXX. for future reference, you can easily log into your paypal account and find tracking info yourself if the seller uses paypal shipping (which I do). Furthermore, the time that has elapsed between September 3rd and now is 12 days. not 3 weeks like you state in your email. your payment was received on the Friday before labor day weekend, too late to ship. so, that means that your order was shipped on the fourth day that it was possible to ship it. have a nice day!
So now this guy is playing details with me... but guess what? The tracking number he sent me is for a package heading to Texas not Indiana. So I write him back again.

I'm sorry that I miscalculated the time as 3 weeks, when I should have said 2 weeks, that is my bad (I apologize), however, I just looked at your shipping information for 1ZXXXXXXXXXXXXXX and it says that this shipment is routed to Denton, Texas....
I live in Indianapolis, Indiana.... not Texas. This is either the wrong shipment number or you have shipped my item to the wrong place. Please check your records and make sure that you have sent me the correct UPS tracking number.
BTW... I just looked at my PayPal account and I don't see anywhere where I can find tracking information using PayPal. Maybe I'm looking in the wrong place, but I just don't see it. I've never used it to find that as I have always done business with people who were more than happy to respond via e-mail with all the details of the shipment. I just checked on PayPal and went to the FAQ page...
"How do I obtain Shipment Tracking information from my seller?" and it says....
"We encourage you to contact your seller directly to obtain the Shipment Tracking information."

I have looked all over my "Transaction Details" and nowhere do I see that any "shipping information" has been posted.... therefore I don't see this tracking information that you say should have been posted there.
Now you say that my payment was received on Friday before labor day.... well I MADE that payment on September 1st which is the Wednesday before labor day and I have the PayPal ID to prove it. And even if the shipment was made on say Wednesday September 8th at the slowest possible service (assuming 5 day shipment service), I should have seen it sometime around the 14th or 15th... however my ORIGINAL request was only asking for the tracking number, assuming that it was in transit... and not necessarily whether or not it was "delivered". However I could not get ahold of you which led to some frustration and the message I sent below.
Either way... right now, I need you to check on this shipment again and provide the correct tracking number. Please do so as soon as you can. I'd really appreciate it.

I have to apologize, I had you confused with someone else. I sold a similar item to the person who's tracking info that I sent you. at the time you purchased your overdrive I had over 40 auctions going and it get's really confusing trying to keep it all in order. this is not what I do, I'm just trying to get rid of some things that have been laying around for a while. regarding your order, according to my records you have not paid. I know that you said you have the transaction info to prove it, which I believe but I have not received payment so it must be some kind of mix up. I have attached a page that I just printed from my paypal account and then scanned for your review. once again, I am very sorry about this but I'm sure that we can work it out. maybe you should double check your records and then contact paypal to see what we can do. I will ship your item as soon as I receive payment. thanks!
So I'm like WTF? I gave him a PayPal Transaction ID to reference my payment, yet he says that he hasn't gotten paid!!! What gives?
And on top of that, he wants ME to contact PAYPAL to find out what is going on... Of course I'm like, that should be HIS responsibility. I have a receipt here...

As I see it right now, there is a $60 charge on my credit card that proves that you (through PayPal) have been paid for this item.... Now I don't know what you got going on with PayPal, however that is something that you need to resolve with them as well as proceeding with the proper shipment of this item. Now I'm not trying to be pushy here, however it kinda burns me that this is happening (as this item is further being delayed here). You can look at my Ebay feedback and see that when it comes to purchasing, I am "all business".... I don't cheat anyone and I try to be as up front with as much communication as possible in ensuring a smooth transaction. I'd hope that you were doing the same.
I also went out to my credit card company to check this transaction and it shows that on 9/2/02 there is a $60.00 charge through PayPal with your name on it...
Either way... I've done my part and you haven't done yours. The burden of finding out why PayPal is not showing you that this is paid should be on your end and not mine as I have attached a copy of the Transaction receipt provided by PayPal.
As I am writing this, I am going ahead and calling PayPal right now.... we are going to get to the bottom of this. One way or another.
Please review the document that I have attached... I'll let you know what PayPal says when I get ahold of a customer service representative.
