For example somone goes to the barber, barber cuts their hair person runs out. You call the cops! Can the cops do anything or is this not their department

yes, the cops can do something. it's a theft nonetheless.
just like a drive off at a gas station or a diet and dash at a restaurant.

not really because here you are stealing physical goods vs a service ie food at the restraunt and gas at the gas station

your service is your physical good. i don't see a difference theoretically.

No matter what you call it, it's illegal and you can call the cops.

staying at a hotel, take a nap for a few hours and leave without paying. Isn't that theft of services? Same I guess with getting a massage or a hooker and not paying. :)

Yuh, that is theft of service. So is using your neighbor's internet connections without permission. Even though it is their stupid fault for leaving it open and netstumbler findind it, you technically stole that routers time for a fraction of a second. Don't believe me, ask the cop that almost arrest me and 2 of my friends for us net-stumbling a nieghborhood. They let us go that night, but 2 weeks later they issued warrents for our arrest. Said that we were stealing their router time and the internet that they were paying for. It was almost to the point they there were going to go door to door in the nieghborhood and ask if anyone was having any new computer issues and blame it on us.

Lesson: If caught net stumbling, DENY DENY DENY, say you are GPS tracking your self.

it ain't physical goods, but it sure as sh** got stolen. cops aren't even going to think twice... it's a theft. look at it this way: the $12 in your pocket belong to him for the haircut, and you stole it when you ran out with it still in your pocket.
