See Current Laptop Speed

My IBM 600E Thinkpad throttles from 266mhz to 66. I remember I used to go to the properties of my computer and it would tell me the speed. My friend has a Pentium M laptop and his just shows the max speed. I though this one would also throttle down, but maybe windows just shows the CPU specs for some reason.

Is there a software app that will show the current CPU speed?

I have used it on Desktops, but didn't know if it would contanstly updated the mhz while its changing. I couldn't find any information on its site about this issue. Can anyone confirm it will do this?
