like BI said, "hope this helps."
it's an ambiguous term that can either be a sincere expression of "i hope my information was helpful," or a snide, sarcastic insult (example: let's say BI posts a question about changing a battery in a casio watch. i post a reply that says "people who wear casio watches are pigf***ers. HTH.")
it sounds like in this case the person was just being nice.

It means "How the hell?" As in, "How the hell did YOU win my auction?"
