(Assuming XP - other Windows OS will be similar but not identical)

Look at the IDE ATA/ATAPI controllers in Device Manager. Right-click the Primary and Secondary IDE Channels, select Properties, select the Advanced Settings tab and make sure the Transfer Mode settings for all devices are set to "DMA if available".

Also, make sure your IDE and mobo drivers are up-to-date.

I just installed my new NEC 3500, and this setting defaulted to PIO.

In addition to mechmike's suggestions, check the compatibility of your media.

Is it taxing your system too much (CPU/Memory?). I tried to put a DVD burner in a computer that was too slow for the DVDs to play smoothly. I would get maybe a couple of frames a second if I was lucky. That was when I decided to build a better computer.

Are you using Windows Media Player or something else? A friend of mine has similar problems with WMP.

i use power DVD and WMP WMP makes them look too washed out.

and the only application I have open at the time is the player itself and the background services in windows norton etc.
