just tell him to stop blowing you. i can see how that would be annoying if it's happening all the time.

A swift kick in the jimmy resolves most issues.

By blowing you off what do you mean. Is it:
a) I call and leave a message but dont ever get a return call. In the event that I reach that person its the only way I ever hear from them.
b) We have plans to do stuff and they dont show.
c) I have been carrying on a torrid love affair with them for years and suddenly they want me to pull out! The audacity!
Ok, so c was a joke, but seriously what do you mean.
When I was back in my old neighborhood last year, I had a friend who made plans with me once only to back out at the last minute and then reschedule the plans only to not show! I was extremely annoyed at her for that especially since we hadnt seen each other in about a year...it was one of the few times that I come to that part of the east coast...and she blew off my wedding giving some bogus excuse. At this point I havent written her off, but I wont be the one initiating contact. Sooner or later she will end up calling me or emailing to see what the hell rock fell on me. Until then...I wait.

Some people do act that way in order to create separation... mainly if they don't want to be your friend anymore. My advice is to not waste your time on them anymore. If they initiate contact again at a later date and explain to you that they were having issues or needed to resolve something, then you should be able to move on as friends from there. If they never call back... sucks for them.
