Did you make copies of everything? You took the right step by tracking the envelope so call their 1-800 number for the rebate processing facility and start arguing. If that does not work, go to the store you bought it from and ask to speak to the manager. If you can prove that all was filled out correctly AND the packages were refused then you had better get your money back - or threaten to report to your local better business bureau.

BB rebates do suck, though - I generally don't buy their products with heavy rebates laced in on them - their store rebates that is.

Why are you posting this now? Did it really take the post office more than a month to return it to you?

Call the 800 number and ask them why it was refused. Here's my guess:

These rebate submission go to a PO Box. All the mail goes into a big box which is picked up by some minimum wage flunky. In that huge mess of mail is a pink slip telling the flunky to go to the post office window to pick up your envelope, so the postman can dutifully scan it as delivered. Well, the flunky never sees the pink slip, and the other flunky who sorts the mail doesn't care. So no one ever goes to the window to claim your letter and it gets returned. Meanwhile, all the people who simply sent the rebate by standard first class mail have already cashed their checks.

No, I always send certified mail not problems.
Go into the store, don’t call, call is useless.
Go to customer service and tell one of the reps your problems, when they tell you that they cannot do nothing, call for a manager.
Just show them you paid for express shipping, also print out the tracking info as well. If you show that you did everything on your part that it is not your fault. Also do not take the udder BS that you need to send it back. Tell them that they should customer sat 30 bucks back to you. They may try some BS that they can only give it back to you by store credit, or maybe gift card, but if you push gently enough and you were not a total A-hole you can get it back how you paid, but if you paid with a CC you must have the card on you.

store credit is better than nothing though. Only reason I know this is because I am very meticuous in my rebates and the rebate center dropped the ball. Needless to say I talked to a very helpful rep, actually cute too.
