Best Web Host for cheap?

A buddy of mine and I are looking into launching a little site. We were wondering what the best web host out there is as far as 'bang for buck' goes. I did a little shopping and so far GoDaddy is the front runner with a 9.95 plan that includs 2GB of storage, 100GB or data transfer, Linux or Windows server, MySQL or MSSQL or Access db, CGI or ASP and a bunch of web apps such as phpBB.

Anything better? Any horror stories about GoDaddy?

I've heard mixed feelings about GoDaddy. I am with www.powweb.com and they've been great the last couple of years, but the last few days have been sort of trouble. :( I've heard www.lunarpages.com were excellent as well as www.webhostingbuzz.com. They both have top notch support.
