If you want a quiet PSU, you can't go wrong with Seasonic though they are a little on the pricy side. I just recently picked up a 450w OCZ modstream (will be here this Friday) after reading tons of reviews. It's very quiet and runs you for $60 AR. It has 24-pin but 4-pin can be removed to fit your motherboard. It's future proof and also its adapters are modulized meaning you only install how many adapters you need. It makes the case much clearer and air flow much better.
For HSF, zalmon has decent hsf/fan combo. You can also consider Thermaltake silent booster. Again, I just picked the Arctic Cooling Silencer 64 Ultra TC L for my box (will be here this Friday too). It's quiet and runs you for $25, including fan. Not to mention it has its own thermal control to control the fan speed.
BTW, if you want a GOOD HSF, I have a new retail Thermalright XP-90 for sale. Fan and thermal paste included. Retail $44.95 and I can sell it for $35 to your door. :deal: PM me if you are interested.
