Carnival cruises are big party ships-literally...
how much do you want to spend and how many days do you want to sail for? Check their websights..

carnival sucks.
my favorite cruise lines are Royal Carribean and celebrity cruises.
and i had a blast on my cruises, but some beg to differ and say theyre for old folks.
i plan on going on more cruises.
if its your first cruise, i recommend you go on a short 2-3 day one to mexico or somthing,
and when you come back home, you will still feel that rocking for a day or two, from being out at sea

Planning on going for about 3-5 Days. We are planning on going to the Carribean departing from Galveston TX. Since this is our first cruise, we will probably get an interior room. What is a pretty good rate for these requirements.

is it true that you cant go on cruises unless you're over 21 or accompanied by someone above 25?

In most cases, yes. There may be a limited number of cruise lines that don't have a 21+ to book policy but it'll be hard to find.

Cruise prices vary significantly from week to week because some weeks are considered to be "peak" whereas some are not... I went on a Princess cruise and had a great time sailing through the southern Caribbean. But really it depends on places you plan on going to and when. If you're flexible about both - read, you're just looking to have a good time - then most likely you'll catch the best deals.
Three best places to look are CruiseCritic (http://www.cruisecritic.com), iCruise.com (http://www.icruise.com), and VacationsToGo.com (http://www.vacationstogo.com). Both icruise and v2g have last minute deals which are excellent compared to the prices cruise lines publish. Bear in mind that not all prices include port and taxes which can add another couple hundred to the equation.
CruiseCritic is a frequent-cruiser community where they have a little of everything - reviews of ships, cruise lines, and other generally good advice.
One recommendation I have for you is to try and seek a weeklong cruise if it's your first time. I don't think 3-5 day ones will give you the full and proper experience for a first time cruiser as you'll hardly get to know the ship and enjoy the amenities onboard.
I don't know what kind of age you fall under but if you're looking for a quiet, calmer time to sit back and relax then look into Princess, Celebrity, etc. If you're looking for a bustling, loud, and overall busy ship with a lot to do, then you're probably best off on Carnival and Royal Caribbean's larger ships.

If you live near a port city and are fairly flexible, I heard that you can wait until the week of departure and the tickets will be super cheap since they're trying to unload them.
