Have all Apple G4's come with OSX?

There's a surplus auction at my school and I might be able to pick up a G4 cube or tower for next to nothing. Unfortunately I can't remember when OSX came out vs. G4.

Which came first, the G4 or the OSX? The chicken or the egg? In other words, is there a good chance that if I buy an old G4 it will come with OSX?

Doesn't VT have schoolwide licenses for OS X and various MS apps? I'm sure if you asked around you could run across a copy of OS X through the legal school channels.
