Been years since I built an AMD system...so I don't know anything about the current crop of cpus.
Can this cpu Sempron 2500+ (http://www.newegg.com/Product/Product.asp?DEPA=0&Item=19-104-211&ATT=Processors&CMP=OTC-d3alt1me) use DDR266 memory?

It should but Remember that the ram frequency depends on the motherboard...

Yes, you shouldnt have a problem using the ddr266. ..Granted you have correct voltages and whatnot setup on your board.
You should be fine. In fact, depending on your motherboard selection, the cpu should support ddr333 (pc2700 I believe??) since it would just be syncing with the FSB on the cpu.
