so when do you guys think new writers are going to come out? seems like 16x is pretty much the apex of it all, when are we embarking upon bluray and the like?

Not until sometime next year (and I don't expect initial drives will be cheap).

As for DVD-R speeds, you won't see them go beyond 16x -- they're already spinning at around 9,000rpm when recording that fast (especially on the inner portion of the disc).

Yes, the inner and outer speeds of the disc rotation vary, and the manufacturers usually rate the disc at what part spins fasted, not the overall average spin speed of the disc.
