Need a mailing list service

I need a mailing list service for 200 members. I currently have one through my webhosting, but it seems that different members do not receive the mailing. Its never the same members each time and no one knows whats going on. I would like to spend less than $100 a year.

I need basic options such as only members can post to the list and they have to be manually subscribed to the list by an admin since its of a private nature.

Does anyone have any recomendations of someone they have used in the past?

Yahoo Groups does all this. I've been doing all those things you've asked about for about 4 years.
