what is the difference between these two tv card

but it has PAL and NTSC versions

what are the difference?

PAL, NTSC and SECOM are all different (and incompatible) broadcast formats that are used in different regions of the world. Each has differing resolutions, frequencies and such. NTSC is the format used in the US and Canada so as long as you plan to stay in the States always look for "NTSC" whether you're buying hardware or DVD's, etc.
