Pic of The Day: Slow Stop

Sometimes I see things I am not sure of. I was riding my up bike Mount Soledad (only about a mile to the top, but it is pretty steep) and saw this little green guy off on a side road. If you have troubles reading it, he has "Slow" written on him. Perhaps that is to warn people coming up to the stop sign. But if you look at the picture, it is a short cul de sac and I would imagine that besides the few people who live there, not much traffic passes by.
