RICHMOND, Va. (AP) - It's one thing to dangle fuzzy dice from a rear view mirror, but decorating a trailer hitch with a large pair of rubber testicles might be a bit much in Virginia.

State Del. Lionel Spruill introduced a bill Tuesday to ban displaying replicas of human genitalia on vehicles, calling it a safety issue because it could distract other drivers.

Under his measure, displaying the ornamentation on a motor vehicle would be a misdemeanor punishable by a maximum fine of $250.

He said the idea came from a constituent whose young daughter spotted an example of the trail hitch adornment and asked her father to explain it.

"'I didn't know what to tell her,'" Spruill said the constituent told him before Spruill vowed to stop such displays.

"I said, 'Sir, I'm going to be a laughingstock, but I'm going to do it,'" he said.

The Virginia General Assembly has some experience with offbeat bills. Three years ago, it drew widespread attention with an unsuccessful effort to outlaw baggy pants worn so low they expose underwear.

Spruill, 61, said the indignity of the "droopy drawers" debate wouldn't deter him. He said he won't hesitate to bring a set of $24.95 trailer testicles with him for a legislative show-and-tell.

"I'm going to do it," Spruill told a handful of reporters after Tuesday's House session adjourned. "I'm going to bring them out here and show them to you till they tell me to stop."

I think this is a dumb idea. Pretty soon you won't be able to put bumper stickers, or stickers at all, on your car. They could be distracting to someone.

Oh and I hate bumper stickers. I want a bumper sticker that says "I'm an attention whore that likes voicing my opinions to perfect strangers." or something like that.

So tempting to ban yet... :sigh:

I think it's a stupid idea to ban those things. I think they're funny. Maybe they should ban yellow cars too because they distract me and make me do the double take.

I've seen some of the "country folk" around here who have chromed balls hanging from their hitches. I just laugh to myself and think "you hoosier."

I don't see a reason to ban obscenities either. So I wouldn't care if it got revoked.

Thinks like "words" should be self policing. If you want to appear intelligent in a place or conversation, you probably won't "curse like a sailor." But there should really be nothing stopping someone from doing it.

What "morally" is wrong with cursing anyways?

It's "I hate you and want you to die!" just as bad as "Go f... yourself!" really?

Two years ago, before these baby girls came into my life, I felt the exact same way. My opinions have changed on many issues since. Strange things happen to a man when a baby girl comes into his life.

It's still not a reason. How is that going to hurt your baby girl? Teach her that cussing isn't something she should do, and you are fine. That simple. Just requires some parental intervention.

There is NO REASON someone should get a fine for cussing, or possibly go to Prison. (Of which you can if you cuss at a police officer)

I totally agree with you on this one, and I didn't know that it was illegal to cuss a police officer.

Yeah, "Technically" not illegal to cuss at them, because that would infringe on your freedom of speech, but there are loopholes for that.

"For cussing an officer? No.

For creating a disturbance? Yes

If it is just you and the officer, I would expect him to have a high tolerance for inappropriate behavior. If there are others in the area, that is a different matter. Especially children, elderly, or someone who actually complains about your behavior. You could be charged with disorderly conduct, or disturbing the peace."

So you aren't technically being arrested for "cussing" at them, but you are.

Basically... you can say "F you" to a cop in a calm voice is what you are saying, right?

Well maybe... I personally wouldn't try it... (for fear of getting the beat down of the century...) I've seen folks "worked over" by the cops for saying less than that.

Haha yes, as I read it, you CAN say it. But I wouldn't suggest it nor think it's a very good idea.

Cops have limitations legally, but we've all seen how well that works sometimes.

Not to say they would all do something, but I'm pretty sure it's easier to find something you did wrong if you piss them off.

The way statutes are written, he may not be able to get you for cussing at him, but there's probably a dozen other things they can get you for in just about any situation where you're going against a cop.
