There are unmodified ones that can hit 40. Mine tops out at 25.

There are also competition-style ones that can go 60+

Never underestimate a 2-stroke. And the 23K rpm is not impossible.. The Kart Rotax 125CC engines can get up to 16-18K RPM's. That engine was much smaller than that and would be capable of higher RPM's. Some of the nitro 2-stroke RC engines go up to 40K+ RPMs. (http://www.rc-trucks.org/rc-nitro-engines.htm)

Also.. if you listen carefully the scooter is shifting gears... he could easily be going 60-90mph or faster depending on how that thing is geared. Considering it's weight, the speed is probably limited by when the scooter will shake to pieces.

Interesting article. I had no idea that an I/C engine with a piston could turn that high. I figured that a rotary could get in the mid teens, but never a piston engine. Amazing what technology can do!!
