So it sounds like some of these specialists were somehow able to buy stock that Calpers should have been able to buy, therefore making calpers buy stock at a more expensive price?
That sound right?

If this is true, why are we only hearing about it from one source? If this sort of thing is commonplace, wouldn't we hear more about it? (Not saying it didn't happen, just curious)
