That happened to me, but I don't know if it's the same circumstance as yours. The first time through setup, it sat there for like twenty minutes, so I hit reset hoping it was done but could not reset itself. Nope. So the second time through setup, I let it go, and it rebooted, then went through setup again. I think it crashed before setup was finished. The third time, I just let it a lone for a long time, and it finished OK.

Bottomline, I think something is preventing the setup from completing. Alternatively, maybe the Run Service is not clearing out once setup is complete, so Windows thinks it's setup is not complete?

Are you sure all of your hardware is compatible with Win2k? I've had the same problem in the past, and have found that swapping out hardware will usually do the trick.

I agree with this... Try taking out all of your hardware except the basics. Just the cpu, ram, video, floppy, HD and CDrom... if that works, then just start going through the rest of your hardware to see what is causing the problems...
