From pricewatch:
$54 - RADEON 9200 128MB
$54 - RADEON 9200 SE 128MB
These are lowest shipped

From a Google Search:

DISPLAY FEATURES:
Dual integrated display controllers
Drive two displays simultaneously with independent resolutions and refresh rates
HYDRAVISION software provides complete control over multi-display configurations with a userfriendly interface
Dual integrated 10-bit per channel palette DACs operating at up to 400MHz
Integrated DVI-compliant 165MHz TMDS transmitter supportsresolutions up to WUXGA(1920x1200)
Integrated TV-out support up to 1024x768 resolution

So no the price is to high, and yes it has dual monitor

I need the GeForce4 ti4200 card bad, real bad. Everywhere they're selling it for $140+. I need it to be ~$100. Real bad.

These are lowest shipped

Those prices are for the Special Edition which has a lower clock speed than the regular Radeon.
