The NV nForce 4 4X and Ultras are PCI-E enabled without the SLI. I believe that's it for now, with more to come very soon.

I don't think there is a socket A motherboard with PCI-E.

The new features tend to go to the new boards- not updated versions of older ones. Intel has been more agressive with promoting PCI Express and has also released more chipsets in that time so that is why they have more PCI Express boards out now. As new AMD chipsets are released, they will likely have PCI Express boards for them.

Do you NEED to upgrade? Probably not. There is always something new and better coming along. I wait until my system can't keep up anymore before upgrading. Saves money for other things! I have an Athlon 2400 and a Radeon 9700 non-pro. There still isn't much software that demands PCI Express.
