Question about 2008-2009 switches?

Hey guys, recently i heard of a possible switch in 2008 from Standard Def to High Def. I know about the 2009 switch from Analog to Digital but i was at this tech store and some worker there was talking to a customer and mentioned some SD switch to HD in 2008. has anyone heard about what i am talking about or is what i heard completely absurd? thanks for setting me straight!

and the swich deadline is February 17, 2009,
