There is interlaced scan and progressive scan.

Your typical standard definition TV is interlaced. This means every other line is refreshed and vice versa. With NTSC, the odd lines are refreshed at 60fps and then the even lines are refreshed at 60fps, giving you 30fps.

Progressive is like your computer screen. Every line is refreshed in a cycle.

A progressive scan DVD player will not do you any good without an HDTV or a progressive scan display.
