dynamic contrast ratio?

i saw a deal for a 32" syntax olevia LCD TV at target and it states that the unit has a "1200: 1 dynamic contrast ratio for a crisp image" how does a dynamic contrast ratio differ from a...regular one?

In my imagination it works by dimming the LCD to the propper brightness of the screen. So you can't ever have a 1200 bright pixel next to a 1 bright pixel but you can have them at different times. Though this is pure speculation
