it sounds like half of the components in the computer are "questionable" so it's most likely one of them.
try testing as many of the other components as you can on other machines to narrow it down.

no, you can not overclock that computer.
you can get whatever that one popular enlight case was online for like $60 or so with a 300w power supply, or atleast i know i have.
if i recall correctly it was actually a half decent power...
60hz is not an acceptable refresh rate unless its just checking something every now and then.
