In fact, no animated gif files work for me. I figured it was IE5, so I updated, but no luck. Ideas?

Try going in IE to:
Tools Internet Options Advanced Under Multimedia, see if "Play Animations" is checked. |

yep
it's checked. I unchecked and rechecked it hoping it would rewrite something in the registry...no luck. Very strange.
I suspect I'm the only person with this little bug? |

With that bug maybe.. I also use IE 5 on my office machine, but it does not seem to update hyperlinks and so.(Visited links remain unchanged in looks, and stuff like that...) Still trying to sort it out... About the animated gifs, have you tried to reinstall your (non)working version of IE?
