Throtteling my Bandwidth in Windows XP
I was wondering if there was a way to throttel my outgoing bandwidth. I am using Windows XP. I Think it is possible in 2k with QoS, But I'm not entirly sure.

First question I have to ask is why?
Most users asking this are trying to limit the speed of users uploading from them in file sharing apps. And thats bascially leeching and not in the spirit of sharing. Answer to the question is that I have heard that you can to it but the problem is trying to figure out what port the app your using is going to upload from. Not what port it gets access from. |

I am on a college LAN and when people upload ALOT, it makes the person look suspicious. I wanted to throttel it to about 10k/sec becuase I reached speeds of 75k/sec which is too much to be inconspicuos. They do not want us using those file sharing programs so I want to keep a low profile

Like I said LEECHING. Cheating! all of the above.
