Question MP3 related question

What's the easiest method of converting an mp3 from one bit rate to a smaller one? (example: 192k/sec to 128k/sec) I know this may seem odd, but I want to load more songs onto my mp3 player and I'm tapped out on mem space. Is there a program that can do this in one step, or does it need to convert to wav and resample? Thanks for all feedback!
