Internet Explorer has lost its mind....yet again

Just the other day I opened up a website with the usual "open link in new window" because I wanted to keep the current site open. Well, it opens another interent explorer, but it just sits there, it wont load anything. I've tried removing then adding internet explorer from the add/remove windows components.....that didn't solve it. I removed all ad-ware and spyware and any internet ad-ons that have been installed and that didn't seem to work either. Besides switching to netscape, what can I do?

Use Mozilla.
