IE will work help

i was trying to help my friend fix his IE it will not load on his pc. he gets a strange error message 9see below) i thought it sounded like ad ware so i had him install adaware and sptbot but it did not fix it.
i had him download opera so he could still get on the net if anything we caused more harm. the only way he can get to the www was by going to contrl pannel and typing in his addresses there.

and suggestions.

Looks like one of those trojan dialer programs. A few suggestions:

1.) Run the TrendMicro Housecall scanner at http://housecall.trendmicro.com/ to see if it's showing up as viral activity.

2.) Run msconfig, go to the Startup tab, and look for anything out of the ordinary. Most often seen that cause these things are filenames that are about 8 random characters long and are either standalone or with a ".exe" extension -- an example would be something like "cxcjiodg.exe" or something similar. Uncheck anything like this, as it's also what was causing the IM virus that had been circulating in profiles. Click Apply, OK, and Exit With Restart.

If you did see one of these kinds of files (or more), do a search for them (Start, Search, For Files or Folders) -- just type in the file as it appeared in msconfig; they're usually located in either C:\Windows or C:\Windows\system32.

Once they're deleted, restart just for good measure, and run msconfig again to make sure it didn't re-check itself automatically. That should do it. If not, try anything possible to run Windows Update. In fact, do that anyway.
