Unless you're on a static IP, get a dynamic DNS server to keep a semi-static IP.
To run the server, pick up something like WarFTP and just have it run on the server computer. I don't know who uses what anymore, but I used to run WarFTP about 5 years ago (good grief, it seems like so long ago now), and it worked like a charm, even on 33.6Kbps dialup! |

If you're running W2K or XP, it has a simple FTP server built in. Doesn't have a lot of features, but works well for simple file sharing (plus it's free).

War FTP is free also and it rocks. You can permission different users with different rights to the files in case you want to share with your friends etc... You can get is from http://support.jgaa.com/index.php?MenuPage=download
