Casting another vote for the google toolbar. (Mine currently shows 133 blocked at work. At home it's somewhere in the 500s.)

Yup. Google toolbar. MSN apparently has one, but I like the Google one so much that I haven't even bothered trying it.

If you generally use Internet Explorer, I highly recommend myIE2 it has a great popup blocker in it, runs off of internet explorer core and looks pretty....also has tabbed pages and a whole bunch of cool skins you can download.

I'm a big fan of the Google toolbar as mentioned above. Free and works perfectly.

Well then it depends on what is causing the popups. If there's some spyware causing it, then you need to get rid of the spyware with adaware or spybot S&D. If you're talking about flash popups, those are a lot harder to block. Norton Internet Security does a great job of it, but that's not free.
