Mailing Lists

I need to get a service where I can have a server side mailing list of around 200-300 people. Right now I have a distribution list in Outlook, but when people try to reply all most can only send to 25-100 as per their ISP. So I am looking into creating a mailing list where I have to manually add someone to it, but they can choose to have themselves removed. Anyone on the list should be able to email to the list.

Its a non profit organization so cost is an issue.

Is there something like this that can be run server side?

I have found 3 places that will do this for free, but Im worried about them selling the list.
