DBAN: http://dban.sourceforge.net/features.html
Download the .iso and burn a bootable CD, or there is a floppy version. You can then fdisk and format with your Windows disk, or a W98 boot disk from Bootdisk.com. Here's another .iso with DBAN and some other cool and useful tools: http://www.ultimatebootcd.com/

With any LINUX install on an x86 system, you may have to do a 'format /MBR' to remove the LINUX boot record from the hd before you can boot Windows properly.
