So, I have a DVD that has sections of video that I would like to take and mix around with other bits and pieces of my own to create a presentation of sorts. Does anyone know of a good program that will allow me to rip sections of a DVD movie (it appears to be one track on the DVD when I look at it)? Also, I need a program to create the project itself (i.e menus, splice things together).

DVD Shrink should let you do it with the "Re-author" command.

What about Nero Recode? doesn't it do some of that?
If you google and visit Dvdshrink you should get some links that will give you good information on just about any type of DVD project. |

WinAVI (convert .vob to .avi)
then VirtualDub, Premiere, Pinnacle, Videowave, Videostudio, etc to edit the AVI.

If you can live with a dvd without menus, you can use dvdshrink to make a dvd that you can play straight through and skip chapters.
Using dvdshrink you can select the titles you need and set the start and stop time of the segment you want. In the reauthor mode, just click and drag the title you want from the dvd browser window, then click the icon with two lines with arrows pointing to each other. Here you can choose when to start and stop by time or chapter. You can add the same title as many times as you like and the order you want. Menus, on the other hand, are a bit more complicated. Check Doom9.org and videohelp.com for guides on making menus and authoring the full dvd. There is one all in one dvd suite that comes to mind called dvdlab. Ive used it a few times and I think it will work with dvdshrink files or dvddecrypter ripped files, but im not 100% sure. Its not free, but it seems to do pretty much everything but capture video and encode. I'm not sure how to do this, but I need to take some clips off of a dvd and be able to put it into power point. Any ideas of how to do that??? TIA
