Telnet question

Ok, I'm trying to sign up for some free webspace on my school servers. According to the school computing guidelines, the first step I must complete is to:

Create the directory and set the protection so that it is world readable. To do this, you must telnet to your CUNIX account and type three commands (skip the second if you already have a public_html directory):

$ chmod a+x ~
$ mkdir ~/public_html
$ chmod a+rx ~/public_html
Can anybody explain how to do this? I'm assuming I need some kind of telnet client to send these commands.

Start->run "cmd"
telnet server.wherever.com
Login, and then type the commands.

damn. the "getting started" page on my school's website is horrible. Nowhere does it tell me the address of the server site that I should telnet to.

Ok, I seem to have gotten the right command, but it says something about port:23 not being able to connect. Any ideas? Maybe I'll just try it with a school terminal tomorrow.

That means that your sever doesn't have telnet running. Or at least, it couldn't connect with telnet from your location. Your school could be blocking telnet from connections not on campus.
