Can IE6 be Repaired?

I am clicking on a link from Outlook Express and from links online, the Microsoft globe keeps turning but it doesn't connect to the requested site. I don't need a fresh install of Windows, do I? It's 98SE.

I think you can get a fresh download of IE6:

Thanks, Markel. Did a fresh install of IE6 and have same problem. I disabled Spybot and AVG...ditto. I have no idea what the problem is.
