Exclamation HELP: WinXP Reboot/Shutdown Problem

I am having a pesky problem with a computer. It has an Epox 7KXA motherboard with the latest bios installed. When I try to restart/shutdown the computer, it freezes on the final shutdown screen and I have to manually reset it. I've done all the windows updates, any ideas on how to fix it?

This kind of problem is usually because of some program in the background that is not shutting down properly. I'm assuming the operating system is WinXP, can you list what hardware is installed in your computer?

I've had problems in the past with Soundblaster software. Their software installs too much crap running in the background. I'm only using the driver that WinXP installs.
