IE debug window

How in the world do I disable it? I forget how I did it before. I've looked under tools and options but no dice.

Oh yeah, sys info. Win XP Pro, with latest updates and I what I suspect may have caused it is Norton System Works 2003. After I installed this program I've noticed a rash of notices, I didn't get much when I had Sys Works Pro 2002 but 2003 seems to trigger it or something.
