Celeron 2.8Ghz running at 287Mhz??

This is a problem that I encountered as a university network analyst. My job requires me to set up student computers on the university network (simple MAC address registration, but I usually do higher-speed configurations by removing spyware and the like), but this case just baffled me. Upon working on a brand new Dell Inspiron 1150 with a 2.8Ghz Celeron processor and 512MB DDR, I noticed that there seems to be some kind of bottleneck that keeps the system from running any faster than 287Mhz. I'm not sure what happened, as there are no virii, spyware, or adware products installed (that weren't picked up by Norton AV 2004, Spybot S&D 1.3 and Ad-Aware SE), and the task manager only shows the vital processes running. Msconfig has just the bare minimums running, and there is nothing in HKLM\Software\Microsoft\Windows\CurrentVersion\Run aside from the graphics driver.

Does anyone have suggestions as to how to remove the bottleneck or remove the huge slowdown in the processor?

Are you sure it's not a hardware error? That's a HUGE difference in speed. Defective processor or mobo, maybe?

go to the BIOS and check the speed....see whether all the settings are right... U can underclock cpus there though
