Clicking on Links in OE
For some reason, when I click on a link in my Inbox of Outlook Express, nothing happens. Could this be a security issue?

I don't know if it's a coincidence, but when I go to any website now, I get a popup which states that Internet Explorer has restricted this file from showing active controls that could access your computer. Yeah, it's a security setting in OE.
I *think* you can change it at Tools.. Options.. Security.. uncheck 'Block images and other external content in HTML e-mail' |

What version of Windows are you using? Sounds like your IE Security settings might have gotten bumped up
