A lot of card shops and party shops have ribbons. The ones I have seen run about $1 or less.

If you want to make it, run to WalMart (or craft store of choice) (OOHH Fabric stores sometimes will sell lengths of ribbon!) and buy Blue, Red and Yellow ribbon of your chosen width and buy a silver metallic marker. Write the date, event at the bottom and the place vertically on the ribbon.

Hope that helps

Maybe check out the dollar store...they may have some pre-made.

You might try "Michael's" craft store.
