New Night Club Implants

In Spain they are trying a micro implant with a unique number to identify patrons in the VIP lounge. You can even use it to pay for drinks. I was wondering if it will also monitor your blood alcohol and stop letting you buy drinks if you have had too much? Or, if you stand too close to the bar will you accidentally wind up buying drinks for everybody? It will certainly make it easier to drink too much and spend way more money than you may have otherwise. I need another round- just scan my passed out friend's arm- he's paying for it!
