User Restrictions. Restricts user access to programs, settings, and Start menu items. The tool also allows you to lock shared local user profiles to prevent permanent changes. (This tool is specifically for use in workgroup environments that do not use Active Directory and Group Policy. A Group Policy template is also included for use in Active Directory environments.)
Do not make Jane an administrator. Then, from an admistrator account, find the EXE you don't want run from Jane's profile, right click on it and select properties.
Go to the security tab and remove the "execute" permissions for Jane. You may have to click on the advanced tab first and uncheck the "inherit parent permissions" box.

Is the disk FAT32 or NTFS? If it's FAT32, that doesn't support file level security. The good news is you can upgrade it to NTFS.
If you're already at NTFS, you probably have simple file sharing turned on. In explorer - tools, folder options, view, last in the 'advanced settings' list.
You didn't mention if it's XP Pro or Home? I haven't used Home in awhile, but I don't think you have user level security in it.
just create another user acct. without Admin permission and call it done...
