Are you talking about Photoshop CS3? That's a $650 package - if somone's selling it for $200 it's pirated or it's an upgrade & not the full package.
If you're a casual photographer you don't need Photoshop CS3 - that's like buying a laptop because you need the calculator. I'd recommend that you look at Photoshop Elements, which you can get for about $60.
However, if you're thinking of doing photo editing seriously for cash & you DO need CS3, I'd recommend that you buy an older version of Photoshop (Version 7 or later)from ebay, and then you can buy an upgrade to CS3 for $199.
The best deal legally is if you are a student (or can get someone who is a student to buy it for you). That is about $300. I think you are limited for upgrading it later though if you desired. I would second the suggestion of checking out Photoshop Elements. It includes most of what you will need from regular Photoshop for basic photo editing at a fraction of the cost.
There are plenty of either pirated versions of Photoshop or just plain frauds offering it for sale so be careful of buying it from eBay or any questionable dealer.
