Hi this may turn out to be a really stupid question...

I have Win 98 and I have this program (an old game called Relentless) and according to the website, it says:

Relentless will not work in Windows DOS session even in forced mode.

So what should I do? Does that mean I should boot the computer so that it goes straight into DOS or something? If so, how do I do that?

Sounds like you need a boot disk.

I LOVE that game! I saw that they published a sequel, but I never played it. I should see if I can find it...

Yup, all you need is a boot disk. You'll probably have to play with the settings to get as much free memory as you can.
