Just check your junk mail, I'm sure there's one in there. You can also call your CC company and ask for a rate reduction; just tell them you have an offer from another card (they may ask for proof, just keep those ads). There should never be a balance transfer fee. If your CC charges you one, get a new card.

Your credit cards should explain to you their rates, fees, etc. on your statements or original paperwork.
It is not enough to merely touch the face of god; you also must open your eyes so that you may see your palm.
Do the balance xfer over the phone rather than mailing it in. This way if they want to charge a fee you can make a little stink. If you do they will most likely waive the fee.
